Important information regarding toll and ETS

Toll Increases on the Way in Germany

In mid-June 2023, the German government decided to raise the toll rates (road tax) for trucks. The changes were approved by both the Bundestag and the Bundesrat in mid-September 2023.

The purpose of the toll increases is seen as an incentive to switch to environmentally friendly trucks, according to the German Federal Ministry of Digitalization and Transport (BMDV).

Initial expectations are that the upcoming toll rates may approach a doubling of the current rates. We do not yet know the exact figures, which are expected to be published soon.

Regulations in Two Phases

The first regulations are expected to come into effect on December 1, 2023, and will involve an increase in fees related to CO2 emissions for commercial vehicles over 7.5 tons.

According to the BMDV, a CO2 surcharge of €200 per ton will be introduced. Zero-emission trucks, on the other hand, will be exempt from tolls until the end of 2025. Afterward, 25% of the regular road fees will be charged for infrastructure costs, including fees for noise and air pollution.

On July 1, 2024, there will be further regulation, which will extend the toll increases to commercial vehicles over 3.5 tons.

It is not only the German government that will introduce toll increases. Changes will also occur in Austria, Hungary, the Czech Republic, Denmark, and Switzerland in the future.

ETS Expanded to Include Maritime Shipping

As of January 1, 2024, the European Union (EU) will expand the use of the so-called Emission Trading System (ETS). By extending ETS to include maritime shipping companies, the EU aims to develop sustainable solutions necessary to achieve the goal of net-zero emissions by 2050.

ETS is a system that sets a cap on the quantity of certain emitted pollutants. The revenues from the sale of these quotas will contribute to the EU’s ‘green fund.’

Initially, ETS will include CO2 emissions, but over time, emissions of nitrogen oxides (NO2), soot, and methane gases will also be included in the ETS accounting, thanks to a specific calculation method.

What impact will this have on maritime shipping companies?

Maritime shipping companies will be required to purchase emission allowances from the EU, as well as invest in alternative fuels and new technology. ETS will have a significant impact on the industry’s costs, and these increased expenses will be absorbed by the market, meaning they will be passed on in the logistics chain to stakeholders utilizing maritime shipping/ferry routes.

Implemented in Three Phases

The introduction of ETS for ferry routes/maritime shipping will be rolled out in three stages. The first phase will begin on January 1, 2024, covering emission allowances for 40% of emissions. In 2025, it will be 70%, and by 2026, 100% of emissions will be subject to charges.
